As a matter of fact, it actually is. I found The 10 Doctors to be consistently good all the way through. Some of his other single Doctor stories, not so much. For example, in "Outrage of the Zygons", Doctor 6 and Mel meet up with - I shit thee not - Jem and the Holograms.

Another copout, in my opinion, is the way that this episode automatically associates "law" with "good" and "chaos" with "evil". It's a common trope, but I still find it disconcerting. It is far rarer to find an example of the opposite association, such as in the brilliant webcomic The Ten Doctors:

The Black Guardian and the White Guardian are literal embodiments of Chaos and Order. The Doc only fights against the Black Guardian, but taking the White Guardian's agenda to its natural conclusion would inevitably place it in contention with the Doctor at some point.
