Zack, your criticisms are dead on. Get used to them. Although Quark does (intermittently) grow as a character, "he is duplicitous!" remains his defining trait throught the series, and the show's handling of "the Ferengi" as a whole pretty much never evolves beyond stereotyping and comic relief.
Those moments are way less frequent than episodes where the Ferengi need to learn that sexism or exploitation or whatever is bad.
Well, can't speak for anyone else, but I like it because it's a first-contact story that mixes a legitimately alien visitor with a very human protagonist. And because regardless of the story being told, it shows early DS9 already able to tell that story with confidence and style.
I always figured he killed them too. And if they'd survived they wouldn't have held it against him - the Hunt ought to be life-or-death for everyone involved.
Also, there're all those establishing shots and pans across the station in the early episodes, which helps establish where everything is in relation to everything else. I think that adds to the sense of space.
Okay, I looked it up. "Emissary" and "Duet" are his only S1 appearances.
I think Dukat only makes one (viewscreen) appearance in S1 after the pilot too. They had these great potential recurring characters that they didn't get around to bringing back for awhile, for whatever reason. Well, that's one possible implication. The most straightforward explanation would be that - in a state where Buffy has made her choice, but is still waiting on Willow to whip up a new batch of antidote - that the false reality has no power over her anymore.
