It sort of counts as nazgul back-story, but along with Bombadil it also seems like a part of his attempt at an English-style mythology, before everything gets all continent-sized.

The most enjoyable bit of Phantom Menace for me was when she turned up as a pilot. The Pinewood Effect at work!
