Arya is perfectly aware of the strategic value of killing Tywin. She knows how important he is to the war effort, and she's seen first hand that he's the brains behind the operation and that what he's working towards is the defeat and death of her remaining family. Arya not choosing Tywin for death is a plot hole at this point. It could be easily resolved- have Arya say Tywin's name to Jaqen and have him reply-

short answer- because Jaime is tempting fate by boasting about his sins (and kinslaying without remorse) and because it's a lot cleaner in terms of plot structuring and narrative, not to mention that it would be something of consequence to happen in boring Robb's fucking boring camp.

I read the books, and I disagree that what we're seeing is the same as when Catelyn frees Jaime in the books.

Robb is such a non-character on the show.
