I like that explanation the best, actually.  I guess I took it for granted since soliders in TLA seemed to have no problem attempting to murder a group of prepubescent children like it was their job (which it was).

True.  But there was a scene with Ikki (i think) on her airball, knocking down Equalists as they literally stood still and waited for their turn to be smacked.  It's ridiculous, especially considering that their fighting style is very acrobatic and based around constant movement and evasion.
