Well, the peasants would be one way to fill up the town, esp if they were in proximity to the Charmings' castle when the spell struck.  Otherwise, we'd only have the main and supporting cast, and if the town's big enough to have it's own school, that means there are a lot of common folk who were brought from Fairyland.
