I don't think it's anything as blatant as Ray thinking that being with Felicity would be his perfect life, but when he was with her was probably the time he was happiest pre-Legends, and conveniently for the aliens it fit in with the Star City story they were building for the others.

The biggest stretch for me was the Felicity somehow still ended up running support for Diggle's Green Arrow, but there are numerous ways that could have beene xplained (in a true alternate timeline)

By the time she died last season I had become a pretty big Laurel fan, but I hated how she played Black Siren
