Actually the President is the only one that can. 24 USC 6103 deals with tax return information. There is a special exemption for presidential requests, and certain white house employees he gives the information to, to do whatever he directs to in writing with such information.

I'm a CPA(Inactive) with posts about IRC 6103 earlier in this thread, and even I don't like thinking or talking about AMT. They did somehow manage to get this completely backwards though.

It is, and they take it very seriously. I've read stories before of IRS employees being prosecuted for accessing information they shouldn't have.

It's very illegal, and their system can track who accesses what information.
