Chuck's the one who always has ulterior motives towards Jimmy. There's been many times where Jimmy has taken care of Chuck that I definitely don't see Chuck doing if the situation were reversed. Just in this episode Jimmy put himself in serious danger several times just out of concern for his brother.

The Alexandrians were weak and unprepared… despite having survived the apocalypse exactly as long as anyone else!
