No.  I think it means MLK dies soon and they had to give the "colored people"  more back story so it doesn't look like they are just bussing them in for a storyline (which is of course exactly what they will be doing).  Call me cynical but that's how I read it.

The colors were very garish during the early days of color —- just see any "Bewitched" episode from this period.
