When we talk about Native Americans being genocided (and they were), it's not that every Native American was killed or that every European settler killed Native Americans. But if we accepted that as criteria, you'd also be saying that the Holocaust wasn't genocide, as you come close to.
There are nuances of military service, and really, Generation War inhabits a position between the two extremes you mention: People non-committed to the Nazi cause who nonetheless do terrible things.
