minor quibble with a great episode

there are plenty of naturally occurring viruses that certain races are much more susceptible to than others are (sickle cell anemia springs to mind as one example). i see no reason that it would be particularly challenging for 23rd/24th century technology to engineer an even more focused biological weapon.
