Watched it a few dozen times. I have to say that unless the actor messed up then it absolutely looks like Mike was about to put a bullet into Pinkman.
That would be unworkable. Remember she gladly sucked off the government teat when she was sick to mitigate the costs of her treatment.

Indeed. That proposal was so easy to forget. At the minimum it serves as a method for Gus to needle Walt in yet another way when Jr. inevitably informs Walt of the offer. Walt, of course, will struggle to find a way to prevent it that doesn't piss his son off too much.
