I always assumed they were just trying to show a "typical Southern redneck town" and thought Stone Mountain sounded like one.  Although the fact that Donald Glover is from there (which @avclub-d71760750778a95386b703f5c9e474f0:disqus accurately pointed out above) probably points towards your point.

This is one of the few movies on my "must see" list for this summer.

I'd like to note, as an Atlanta native, that Stone Mountain (which is just outside of Atlanta) is actually a little different than portrayed in that episode.  In fact, the demographics are quite the opposite.  You have to keep going East to get to the rednecks.

Moynihan really did hit that "stoned/tripping" dancing persona pretty well.  I also love his drunk uncle on Weekend Update.
