I think it's worth remembering that while Fringe finished its first season on a really strong run of episodes, the show's average quality was a good deal lower. This episode would not have seemed such a great deviation in quality had it aired midway through season one.
Part of the problem is that with the majority of AVClub reviewers giving A's to every block of TV that isn't dead air, the scale is way off. The D+ though, is unwarranted, to be sure.

Given the insular culture of the demon hunters, it's not unreasonable to expect that you'd have one race or another predominating. And since I assume it's been going on for a while, it would make sense that many of the hunters are descendants of the original (white) settlers, or some group soon after anyway.
