Todd's a company man - he may be a psychopath, but damn if he isn't loyal to whoever he happens to be calling boss at the moment.
It didn't occur to me either, but at the same time I was thinking "what the hell is he doing this makes no sense what's going on", because his first instinct is to always defend himself and rationalize. This does explain it and make it make more sense, if that was at least partially a motivation.
