I think another reason that Nancy picked Silas to represent her instead of Shane is that she still views Shane as "her baby". Shane may have given a more inspired speech but Nancy doesn't want to put that burden on him. Silas is less reliable but Nancy is okay with forcing greater responsibility on him.
