Depends on the highway. Some are between 80-100, the major highway in my province is 110 max speed (legal to go up to 119). I read up thread that this was posted speed of 90, so it was definitely illegal even at the lower speed.

If the vehicle in front swerves suddenly, if you're driving safely you should easily still have enough room to stop. If you don't, you're driving like an idiot.

In Alberta, following too closely and causing an accident by said tailgating means the tailgater is at fault for the accident. I don't know about Quebec, but I would guess it is similar.

If the cyclist did not have enough time to stop or swerve, he was following the truck too closely.

Apparently, as a poster upthread mentioned, this particular highway is 90 KPH or 55 MPH, so the guy was definitely speeding.
