I would also say telescoping steering wheel/column. It sucks to have your legs cramped up because you need to sit close to the steering wheel to reach it.

I'm going to suggest the Subaru Brat. You can throw him in the bed like you would with a normal pick-up, but he get's the added benefit of a seat and seatbelt.

I grew up in Virginia, and one thing that the Drivers Ed instructor made clear to us was that if you were planning on breaking the law, go to any other state. VA will fuck you over more then just about any other state for similar offenses.
