this looks like the starting point of an episode of graveyard cars. one where they saw out the VIN plate and build a complete car from NOS/repro parts, then rivet the old VIN plate into the completely new car and claim that they “restored” it.

If you’re building a car from scratch, at what point does it transition from “parts” to “car”?
