I rarely do it but I did hot refuel (motor running) my diesel the other day. Way less risk then gas and usually accepted wherever it is cold.  It was 6 degrees outside. -20 with the windchill.  The best part is I still had to stand outside in those temps for over an hour just to get my registration done.
