Yo the game was like 90% done when Matsuno left. Kawazu was brought in at the end to tie up all the loose strings, cut what wasn’t working (and steal some of it for the Romancing SaGa Remake,) and get the game out the door.

Which would be super impressive if this game had a normal development cycle. It didn’t. 10 years of development (including scrapping an inprogress vs13 build to start over as 15) is a ton of capital investment.
