I came here to say Saint's Row! They did get a tiny bit sloppy about gender pronouns (I got an occasional "he" and "him" as a female character) but otherwise I don't think there was any story difference. Way more progressive than you'd think you'd get from a game where you can beat someone with a giant purple dildo.

The issue is uniformity and not doing anything to draw attention to yourself. A woman with a shaved head or a man with a ponytail are unusual enough that they would stick out. It's similar to the rules that a lot of schools have about not having unnatural (pink, green, etc) hair colors.
