The issue is uniformity and not doing anything to draw attention to yourself. A woman with a shaved head or a man with a ponytail are unusual enough that they would stick out. It's similar to the rules that a lot of schools have about not having unnatural (pink, green, etc) hair colors.
Seems to me like she is trying to stay out of it with these comments. How should she have any special insight into whether the accusations are true or not? There are only two people who know what happened that day (neither of whom is Scarlett) and they each have a different story.
