Just throwing this in there, but Plesetsk specializes in polar orbits, and actually has had more launches then Baikenor. Although a lunar correction may seem extreme, much of its complexity and cost have to do with course calculations and extra fuel, as Angara and Soyuz both have the power to break orbit.

It’s a harder problem, but it’s also a different kind of hard. Having Baikenor be outside of their borders presents a number of challenges. NASA c0uld have taken advantage of launching near the equator, like Europe has in Guiana, but I doubt they wanted to ship all their rockets and satellites across internati0nal
