At a basic level, the idea could be implemented as federal guidelines. The states would have the option to 1) copy and paste those guidelines, OR 2) improve on them but not go below them. This is absolutely doable, it is a question of will.

Look, I understand we are dealing with a federalist system and that creates some challenges. My response to that is, look at any other industry. From banking, to railroads, to flying, there are examples of successfully implementing a nation wide standard, hence the “NATIONAL” in NHTSA.
