That's illogical. School buses are designed for kids, if they wanted kid-sized seats and belts, they could just build them that way. The high cushioned seats are installed because there are no seat belts, not the other way around.

This is what I rode, (Brisbane). No seat belts required, except when I lived on the Sunny coast, which had some pretty sketchy roads; they installed seat belts on a handful of the steepest routes.
