If you lower the hourly work week and enforce overtime employers will hire more employees. These employees will all work shorter weeks for less total pay.

That is an interesting idea that seems to result in more money per hour but likely less pay overall. Maybe combine this with subsidizing the overtime of these companies so that they don’t avoid paying it.
I have never taken the subway before and never will. I don’t know how people do it. It seems vile and dangerous and not worth the savings. To be fair, Japan has very nice public transportation. I would try their systems.
