The crucial difference, of course, is Toon Town is integral to the plot and themes of the movie. With RP1, remove the pop culture references, and the story is exactly the same.
Prediction: Leading up to the film's release, the major selling point will be how Spielberg had the muscle to secure the rights to a disparate array of pop culture properties to make the movie work (as the story itself is really just in service of said references).
