They got two human babies to worry about now. The situation is not going to improve. It pretty much is down to adopting the dogs yourself or reporting them. Though, IMO, things will probably have to get worse before animal control or any other agency will commit the resources to taking them.
The American drug market is the problem. It’s why the cartels exist. It’s why the cartels have the money and power to hijack the Mexican government. It’s why they can rampage around the country, killing at random.
