Mine is that it’s handled by whichever wait staff is, either, available or assigned the task. This often overlaps with hosting, but only in bigger establishments that have a separate hosting and wait staff.

Word, tipping on a carry out order is flat out “case specific”. Sometimes a server goes out of their way to make sure you have all of the accoutrements for your take-out meal.
