I have to disagree with that interpretation of season 3, Evil Cooper is clearly independent of BOB, there's the scene where he sees BOB in the mirror and is happy to determine that he is still with BOB - that indicates that he is independent of BOB - I got the impression that all people have Doppelgangers which aren't

I would agree that he is more than just an observer, but I just don't think we were ultimately supposed to accept what Leland said on his death bed at face value, when I saw that episode I thought "the Devil made me do it" was a cop out and even if that was what was intended at the time, Lynch clearly tried to reverse
