I don't have the GS3 anymore (went to a Nexus 5), but I think it was under settings > security > lockscreen > screen lock > widgets or something similar. I'm not sure if the more secure types (pattern, PIN, password, etc.) allow txt & call notifications on the lockscreen.

What device are you using? CM had lockscreen notifications on my S3. Think it was a toggle under Settings > Lock Screen. Also, they're always in the notification bar.

I'm more playing Devil's advocate. I want to believe only one jerk was involved in this, I do.
