There are microturbine buses in some cities (Pasadena, for example) that have quite well managed exhaust noise and emissions.

A huge component of road traffic is the mixing of heavy cargo and passenger cars. Here in Berkeley, we get full sized tractor-trailers navigating narrow residential streets, just so they can deliver beer to corner markets. I've heard said several times that most 18 wheels run less than half loaded, too.
