Not all hospitals are truly set up for emergency services. I suspect some Genesys hospitals are designated trauma centers, with bustling ERs and other hospitals rarely get emergency patients, by design.

Yeah, NO WAY can one have a C at a surgical center. Surgical centers have essentially ZERO after-care options - no overnight stays (which a C would require) and certainly no newborn care (especially any neonatal/ICU care for the newborn).
