Well, Russian leaders expressed interest in joining NATO after the breakup of the Soviet Union. But they were denied. Had they joined NATO it would have been harder for them to justify invading Ukraine.

I think you mean NATO expansion. The invasion is illegal and if we had an international court system with any real power, Putin would be arrested. But it would be childish to say they weren’t antagonized. The US would annihilate the planet if China or Russia put a military base in Canada or Mexico.
