The problem there is, who would play? You couldn’t have newly drafted guys (especially those in the upper first round) playing an 8 game spring league, then going through training camp and a 16 week season. It’d have to be exclusively for those that might not even play in the regular season.

You can’t force them to play, you can just force them not to sign anywhere. Not playing hurts you as well, because you’re taking a year off and then having to come back next year for (presumably) someone else.
