This is a very strange American obsession, most countries have protections in place to ensure people are paid a certain amount to be able to live off.

It's high time we ended the practice of tip-based wages. If restaurants want to pay a commission or a flat living wage or whatever, that can work.

Waiter - only if it's good and service was excellent, usually something like 2-5%
Rest. Delivery - Only when it is a couple of cents to round it of (i.e. $19,76 —> $20,-)
