Did you read the article or the book? They specifically said the Clinton campaign chose not to go into MI or WI because it would expose how bad their campaign was at reaching those voters. It's incredible that her campaign manager would use that as a justification.

Keep in mind his approval rating is something like 95% among the GOP voters and somewhere close to the other end of scale for everyone else so nothing is going to change as long as the House and Senate are in GOP hands.
