Agreed. Barbers get paid by volume serviced. Same as waiter, bartender.
AFAIK, Housekeeping gets paid by shift length, regardless of # of rooms serviced. Like the examples you list (receptionist, ticket taker).

As a former bartender/waiter/busboy/dishwasher/kitchen help (which when spoken correctly is as a profanity), tipping is supposed to be used in situations where the service provider interacts with the consumer AND the provider is paid below minimum wage.
