I mean, I'm agreeing with you. It's not a scientifically proven idea and may never be so I think it's completely off base to suggest a causative effect of genetics (I'd actually excpect that the reasons were more sociological/psychological than biologic).

I think the mandatory sentences is the key word in that majority opinion. It can't be compulsory but it's not forbidden.

It's horrifying. A 10 year old sentenced to life in prison could spend 70+ years behind bars. Starting before they're even allowed to see PG-13 movies on their own.

Kestra covered it but I'll also add that they passed a bill to ratify it in 2013. I think they've just been...distracted.
