Well, for starters, we don’t really know how much production work actually went into the game then (given that Square has been public about how they needed to take all those staff for the XIII trilogy).

It wasn’t really in development for 10 years. Development of this current version started around 2013.

Reading through this, literally everything they changed sounds like an improvement to me. Granted, I haven’t played the other games in the series, but that’s almost entirely because of the things that have now been removed (especially time limits and escort missions, gross). I might actually give this one a try.
