I think Lynch/Frost are trying to say something here about what is called "The Fundamental Attribution Error" of first impressions. In other words, it is human nature to explain away someone's behavior, especially when first seeing it, as simply the "way they are," while completely overlooking or underestimating

There was also something there in that the bystanders were just that, they couldn't act, they could only watch, frozen in horror- aka "the bystander effect." Whereas, only Carl Rodd could do what needed to be done- comfort the mother. He could act, instead of just watch, because he could "see."
