You are mostly on the mark here. I wouldn’t do it by province though. Most Canadians live in cities, so banning the use of ICE vehicles in cities would be the first place to start. EVs work fine, especially if curbside charging gets worked out (possible). Also urban core dwellers are using more public transit anyway.

As a proud Canadian, I have to say I do get a little annoyed by the gushing over how ‘progressive’ we are, and polite, etc. That’s getting a little tired. We have lots of work left to do.
