Volvo does/did in europe. The V60 Plug-in Diesel Hybrid. They will be discontinuing production at the end of the year in Torslanda to begin the Plug-In petrol version of the new XC90 and V60. Sales have been very strong, much more then they had expected.

...or Mexico. They already have a huge plant there. It is unionized, and cheaper expenses than most other locations. There are a few problems though, mainly factory capacity, shipping fees, and exchange rates, which is precisely the point of building a factory close to the final sale market.
