The salary cap does not, and was never designed to promote parity. It was designed to keep labor costs down, full stop. The draft is what keeps any semblance of parity going.

I was confused by that too. I guess the argument is that a team should be able to spend whatever it wants, without cap or max handcuffs, and create a natural market where player talent is compensated to its own rate — this rather than a prescribed formula that takes the onus off of the owners and puts it on the player

I don’t see how the salary cap is the problem here. It’s doing exactly what it was designed to do - keep some semblance of equity of talent between teams. This is, admittedly, coming from a slightly salty Cavs fan, but still. I don’t like the idea of an NBA version of the Yankees.
