I'd say that's more a result of The Big Hero Battle being a lot easier to make exciting in marketing than Man Is Worried About Friend.

The Russo Bros. say the core of the movie is Cap and Bucky's relationship. I think the regulation stuff will be all nice and *thematic* with what happened in Winter Soldier but the emotional conflict between Steve, Tony, and Bucky will be the main driving force.
