You didn't mention that Macy's itself is closing another round of stores because their sales across the board were bad. It's not like the closing is Pittsburgh specific, stores from Cali to Virginia are closing and standalone dept stores are less and less commonplace across the country and have been for years now.
To be fair, the city limits of Pittsburgh proper are actually QUITE small compared to other cities. The county serves 2 million and has grown.
