He has been quoted as saying the decisions for the DLC characters came from Nintendo, that is, Nintendo told them who the characters were going to be. I always just figured Rockstar codes it that way just to fuck with players. That, or they expected you’d die/reset the game rather than save.
I’m not sure where I would have read it, but I knew the riot code was problematic even as far back as Vice City. I always remember knowing to not save the game if you used that code.
