The WGA generally prefers that writer-members not be present at a struck production facility.
Jeopardy! is a WGA show, as the clues are considered writing.
Colbert's company produces the show on behalf of CBS, which owns it. CBS would be struck against as they hire the writers, and Colbert can't do a thing. Jon Stewart ran into this back in 2007.
